1. Have any of the claims for funding reimbursement associated with your contracts been disputed?
Since the start of our experience in debris operations over 30 years ago (as principals, companies, or joint venture), we have never had a disputed claim and our clients have received every dollar they were eligible to receive.

2. What specific debris or debris management services do you normally provide?

  • Participation in client's annual or biennial pre-planning for emergency events.
  • Temporary offices, Mobile Command Center, accommodations and support systems as required, including emergency satellite telephone provision and/or other necessary communication resources.
  • Emergency clearance of roads and right-of-way.
  • Clearing and/or removing debris from the public right-of-way, streets and roads
  • Tree trimming, tree topping, tree removal, stump grinding, grubbing, clearing, hauling and disposal.
  • Management and operation of temporary and permanent debris reduction sites to accept, process, recycle, reduce, incinerate and dispose of disaster-related debris.
  • Provide land for debris storage (if required).
  • Removal of sand from roads, streets and rights-of-way, screening sand and returning clean sand to beaches or other designated areas.
  • Recovery and destruction of dead fish, animals and livestock.
  • Providing all permits and services necessary for the containment, clean up, removal, transport, storage, testing, treatment and/or disposal of hazardous and industrial materials waste resulting from the disaster.
  • Tree-off program (leaning or fallen tress on structures) for individual houses and businesses through Right-of-Entry program.
  • Demolition and removal of condemned structures and buildings that pose a threat to public safety.
  • Provide disposal tickets, field inspection and quality control reports and other data sufficient to provide substantiation for FEMA and state reimbursement
  • Work closely with the State Division of Emergency Management, FEMA, and other agencies to ensure that debris collection, debris disposition, and all supporting data meet each agency's requirements for reimbursement eligibility.
  • Assistance in preparation of FEMA and State reports for reimbursement, including training of Client employees and review of documentation.

3. How much equipment do you own?
The following is a list of major company-owned equipment, which may be available for use in any debris operation:

4. Do you use subcontractors?
Yes. In reality, no company in the disaster business can afford to have a substantial quantity of manpower and equipment waiting around for a disaster to strike. We have a number of large subcontractors who can provide their own competent management and inspection personnel with minimum oversight from CrowderGulf's management team, along with over 300 other self-sufficient experienced subcontractors who have worked with us on previous disasters. It is our policy to utilize qualified local subcontractors to the maximum extent possible in compliance with 44 CFR 206.10.

5. What other services can you provide?
Gulf Equipment is a general contractor, and as a division of Gulf, CrowderGulf can provide either in-house or through the use of qualified subcontractors, joint ventures, or other business associations, a full range of services in addition to debris reduction and removal. These services include, but are not limited to:

  • Engineering.
  • Temporary housing.
  • Flood mitigation, including emergency pumping, sandbagging and levee construction and repair.
  • Construction and repair projects, including roads, bridges, sewer systems, buildings, and communications systems.
  • Environmental damage assessment and recommendations for remediation.
  • General procurement and logistics.
  • General procurement and logistics of emergency supplies and support items.
  • Ice and water delivery and distribution and fuel supply.
  • Review and advise on eligibility opportunities for disaster reimbursement or funding for losses associated with and not associated with the work of the contractor.
  • Dead animals


6. Will you provide Technical Assistance for funding reimbursement programs?
Yes. CrowderGulf has former FEMA management personnel on staff to provide all support aspects of the Federal and State Reporting and Reimbursement services (Technical Assistance) to our clients.
CrowderGulf recognizes that the administrative burden and documentation requirements placed on local government can be nearly as devastating as the natural disaster itself. Therefore, we offer the services our experienced personnel to assist the Client with administrative and documentation preparedness, response and recovery processes. These processes will assist the Client with establishing clear eligibility and maximizing the amount of disaster related financial assistance available from external funding sources, in the event of a declared emergency or disaster situation.

CrowderGulf acknowledges that disaster debris services and their subsequent costs are typically one of the first and foremost concerns of federal, state and local governments. This complex aspect of disaster recovery warrants extensive monitoring and documentation to substantiate requests for reimbursement of the high cost of contracted and/or force account disaster debris services. We offer guidance related to the debris contract, management and documentation processes of this closely scrutinized category of disaster recovery assistance and what can be done ahead of time to best prepare for the commencement of work on this project, if/when needed.

CrowderGulf has developed a procedural guidance and supporting forms plus documents to enable municipal applicants to expedite the process for a rapid physical and financial recovery. Our guidance and support will commence with concentration on the two categories of Emergency Work, Category A-Debris Removal and Category B-Emergency Protective Measures. This priority is based in the fact that these two categories typically involve 75-90% of a local government’s recovery project costs. However, CROWDERGULF is also available to assist the Client with the categories of Permanent Work if and when requested by the Client.

Itemized below are the primary elements of Technical Assistance offered to our clients.

  • Provide recovery program overview to local elected officials.
  • Draft and recommend local government resolutions for funding purposes.
  • Brief local government managers on recovery process, procedures and council obligations.
  • Provide recommendations for organizing local Disaster Recovery Team.
  • Prepare local Disaster Recovery Team for key recovery meetings (Applicant’s Briefing and Kick-Off Meeting) with state and federal recovery representatives.
  • Assist local government with preliminary documentation for Category A-Debris Removal and Category B-Emergency Protective Measures Project Worksheets (PW).
  • Review for accuracy, completeness and value all Project Worksheet documents sent to / returned from the State and/or FEMA.
  • Assist and support the local Disaster Recovery Team members throughout the recovery process.
  • Conduct an exit interview with local Disaster Recovery Team Director at the conclusion of on-site technical assistance and support.
  • Remain available for other/additional support as may be requested by phone, fax or return on-site visit if necessary.

The current disaster environment has brought about recent key procedural changes in disaster project administrative tasking, plus an increased demand for detailed documentation by state and/or federal funding agencies. This has resulted in shifting more of the documentation burden toward local governments and their contractors. CrowderGulf offers products and services to fulfill the increasing need of the public and private sectors for technical assistance and documentation support in disaster recovery operations.

When selected as the Debris Management Company, CrowderGulf will provide all of the services and support of our Technical Assistance staff at no cost to our client.
